In the context of science and technology developing more and more strongly, the situation of IP rights infringement is more common and complicated, improving the efficiency of IPR protection activities becomes more and more important. In Vietnam, one of the effective measures is to form an IP culture is to raise the awareness of protecting their own IP rights and respecting the IP rights of others.
In order to form and develop Intellectual property culture in Vietnam, from the experience of previous countries, it is necessary to pay attention to the following issues:
- One is to clearly define the relationship between IP rights and IP culture in Vietnam. If we consider IP rights as a type of thing or phenomenon, then IP culture is the external environment that affects the development of things and that phenomenon, that is, the relationship between IP and IP culture is the relationship, which is between a particular phenomenon and its external environment.
- Second, the development of IP culture requires a good environment. IP culture on the one hand is the external environment of IP, and on the other hand lies within the embrace of general culture (eg, social culture). Therefore, a good IP culture is not only determined by the IP system itself but also by the cultural environment of all social sectors in general.
- Third, building IP culture needs to go through a long process. This is determined by the customary characteristics of the culture, the formation of a culture cannot happen overnight. Therefore, it is impossible to hope that in a short time, relying on administrative orders, coercive measures, formalism, etc., can successfully create an IP culture.
On August 22, 2019, the Prime Minister signed Decision No. 1068/QD-TTg approving the Intellectual Property Strategy to 2030, in which “Forming a culture of intellectual property” is a task, The solution was first mentioned. In order for IP culture to become a fundamental element of society, it is necessary to involve everyone: from policy makers, business and school managers, researchers, teachers and young people as well.
With the promulgation of the Intellectual Property Strategy to 2030 and the nurtured intellectual property culture, Vietnam’s IP system is expected to make great strides, creating a driving force for innovation activities. creating and disseminating innovative products, thereby enriching intellectual property – a resource that creates national internal resources, directly serving sustainable development.
